What Is the PAVE Checklist?

The PAVE checklist is a structured risk-assessment framework that helps pilots evaluate four critical areas before every flight. Developed as part of the FAA’s Aeronautical Decision-Making curriculum, PAVE provides a systematic way to identify hazards that might otherwise be overlooked.

The acronym stands for:

P — Pilot

A — Aircraft

V — enVironment

E — External pressures

Unlike a simple yes/no checklist, PAVE asks the pilot to assess risk within each category and consider how the categories interact. A pilot who is fatigued (P) flying an unfamiliar aircraft (A) in marginal weather (V) under schedule pressure (E) faces a dramatically different risk profile than any single factor would suggest.

P — Pilot

The Pilot category evaluates your physical, mental, and regulatory readiness to fly. Key questions include:

• Am I current and proficient for this flight? (Night currency, instrument currency, tailwheel currency, etc.)

• Have I completed an IMSAFE check? (Illness, Medication, Stress, Alcohol, Fatigue, Emotion)

• Do I have recent experience in this type of aircraft, airspace, and weather conditions?

• Am I comfortable with the complexity of the planned flight?

• Have I set and reviewed my personal minimums?

The Pilot category is often the most difficult to assess honestly because it requires genuine self-evaluation. Overconfidence—one of the five hazardous attitudes—frequently leads pilots to overestimate their own capabilities.

A — Aircraft

The Aircraft category evaluates whether the aircraft is suitable for the planned flight. This goes beyond airworthiness:

• Is the aircraft airworthy and are all inspections current?

• Does the aircraft have the required equipment for the planned flight? (Night, IFR, oxygen, etc.)

• Is the aircraft performance adequate for the conditions? (Runway length, density altitude, weight and balance)

• Are there any deferred maintenance items or known squawks?

• Am I familiar with this specific aircraft’s systems and handling characteristics?

• Is fuel adequate with legal and personal reserves?

Pilots who rent aircraft or fly club airplanes should pay particular attention to the Aircraft category, as they may not be as familiar with the specific airplane’s quirks and limitations.

V — enVironment

The enVironment category covers everything outside the aircraft that could affect the flight:

Weather — Current conditions and forecasts at departure, en route, and destination. TAFs, METARs, AIRMETs, SIGMETs, and pilot reports.

Terrain — Mountains, water, remote areas, obstacles.

Airspace — Class B/C/D requirements, restricted areas, TFRs, MOAs.

Airports — Runway length, width, condition, lighting, approaches available, NOTAMs.

Day/Night — Night operations significantly change risk, especially over unlit terrain or water.

The enVironment category is dynamic—it changes throughout the flight. Effective ADM requires continuous reassessment, not just a single preflight check. The Scenario Lab teaches this by presenting evolving weather and environmental conditions that require real-time decision-making.

E — External Pressures

External pressures are perhaps the most insidious risk factor because they influence decision-making without the pilot always being aware of it. Examples include:

• Passengers expecting to arrive on time

• An aircraft rental that must be returned by a specific time

• A hotel reservation that will be lost

• A work meeting or family event at the destination

• Instructor or employer expectations

• The financial cost of canceling or diverting

• Peer pressure from other pilots

The FAA’s Risk Management Handbook specifically identifies external pressures as a leading contributor to poor aeronautical decision-making. The key defense is explicit recognition: acknowledging that pressure exists is the first step toward preventing it from driving unsafe decisions.

Every PAVE assessment should end with the question: “Is any external pressure influencing my go/no-go decision?”
